President, Zhou, Yong-Hui, addressed in MOU signing ceremony that CECI, established in 1669, has assisted MOTC with construction and administration as well as actively enhancing technological capabilities of our industries over past 52 years. After transformed into public interest judicial persons, CECI promotes "talent development" to become one of its critical projects for corporate social responsibility of giving back to the society through industry-academia cooperation.

Regarding industry-academia cooperation, President, Zhou, Yong-Hui, also announced in MOU that CECI will establish "CECI Lecture" in UPTP, aiming to assist students in UPTP with more applications in smart city using technological capabilities accumulated over past 52 years, along with the use of Personalized Learning method among three centers, including CECI Intelligent Transportation System Center, Facility Technology Center, and Rural Smart Mobility Center. He inspired and encouraged all guests, and over a hundred UPTP students attending the ceremony with the concept of "Connecting the World with Wisdom, and Creating Innovative Life by Collaboration".

President, Yan, Jia-Yu, pointed out that CECI has driven significant transportation construction projects throughout Taiwan for 52 years since its establishment and has engaged in the economic growth of Taiwan. Furthermore, Taiwan has become one of the developed countries with the devotion from all personnel of CECI. These sweet fruit of success come from the efforts made by CECI. He emphasized that CECI has many professionals, from smart transportation to facility technology, their R&D performance are the best in the industry. Also, CECI has served as the brain trust for several organizations, including the MOTC. He is thrilled for the cooperation between Taiwan Tech. and CECI.

Taiwan Tech said that UPTP is an university built by Taiwan for developing engineering and technical talents in Paraguay. It is also the first institution of higher education with English as a Medium of Instruction (EMI) in the Central and South America. With rich practical experience in technical and vocational education and extensive international experience, Taiwan Tech exports Taiwan's paradigm of technical and vocational education and anticipates students to promote economic exchange and development between Taiwan and Paraguay after graduation. Taiwan Tech is glad to see that CECI is offering the assistance, allowing Paraguayan students to experience Taiwan’s engineering construction and industrial environment, allowing them to learn the latest technology in person.

MOTC and MOFA are also glad to see the outcome of this cooperation. They also strengthened that they will assist in promoting the collaboration in technology, industry, and knowledge exchange between CECI and Taiwan Tech. The Paraguayan students of UPTP studying in Taiwan will be able to learn the latest knowledge and technology from Taiwan during classes or practical operations, bring back to Paraguay and make practical applications to benefit the people in Paraguay. The Acting Ambassador of Paraguay to Taiwan, Bin, Wen-Yong, thanks Taiwan Tech for caring these foreign students in Taiwan, and he is excited and touched by the cooperation project between CECI and Taiwan Tech, which is expected to improve the industry and standard of living of Paraguay in the foreseeable future.
